The Federal Communications Commission announced plans for an upcoming vote to relax its long-standing opposition to communication interference technology. Under the proposed rule, state and local correctional facilities would gain authorization to deploy cellphone jammers in an effort to combat unauthorized device usage among inmates.

Understanding the Proposed FCC Cellphone Jamming Rules

The upcoming vote during the agency’s open meeting on November 19 centers on whether state and local incarceration centers should be permitted to opt in to using signal disruption technology. Utilizing equipment that interferes with telecommunication signals remains illegal for non-federal entities under current regulations. If adopted, the new framework would establish a formal regulatory pathway for both state-level facilities and federal institutions to implement jamming tools.

Addressing contraband communication devices inside correctional facilities serves as the primary objective behind this regulatory shift. Inmates utilizing unauthorized mobile devices retain outside contact, which frequently enables them to continue orchestrating criminal operations from behind bars. While federal correctional authorities began testing micro-jamming technologies in 2018, state and local institutions previously lacked legal access to these interventions.

Policy Reversals and Historical Regulatory Concerns

This initiative represents a significant departure from previous Commission policies that consistently prohibited the implementation of signal jammers within correctional environments. Historically, regulatory opposition centered on the risk of signal interference disrupting emergency broadcasts and public safety communications in surrounding neighborhoods. Additionally, lawmakers and safety experts worried about distributing active jamming equipment outside of strict federal oversight, fearing that bad actors might exploit the technology.

To mitigate these ongoing safety risks, the newly proposed standards require correctional institutions to satisfy specific regulatory thresholds before activation. Facilities must officially demonstrate that their chosen jamming configuration prevents harmful interference outside the designated geographic boundaries of the prison property. This measure seeks to balance institutional security demands against the broader integrity of public telecommunication infrastructure.

Broader Telecommunications Actions and Facility Oversight

This regulatory adjustment aligns with other recent policy shifts overseen by the agency regarding correctional facility communications. In July 2025, the department elected to delay the implementation of a federally mandated cap on pricing rates charged for standard prison phone calls. As the upcoming November 19 open meeting approaches, the debate over cellphone jammers highlights the ongoing challenge of balancing public safety, technological risk, and inmate communication oversight.
